The rising tide is sinking more ships. Bad loans, aggressive overexpansion, and blowback from the American financial crisis are plaguing European financial institutions. This weekend, French, German, Italian, and British political leaders failed to agree on a coordinated strategy, calling the EU as an institution into question. That hasn’t stopped them from acting alone or with neighbors to try to stop the damage.
