GM and Chrysler face a 5 p.m. ET Tuesday deadline to present a re-structuring plan to the federal government in exchange for needed bailout cash. But bankruptcy could still be on the table for the troubled automakers.

President Obama is in Denver on Tuesday, signing the American Recovery and Reinvestment Act into law. At the signing event, he’ll be surrounded by green-energy entrepreneurs; but folks waiting for assistance will be more likely to check how much extra cash is left in their paychecks once the IRS kicks up new tax rebates.

Watch the deliberation turn to consternation in Sacramento, Calif. On Tuesday, as Assembly Democrats and Republican Gov. Arnold Schwarzenegger try to close a $42 billion budget deficit. The state has already furloughed workers, delayed welfare payments, and halted construction projects because it’s running so short on cash.

Wal-Mart tries to keep its retail numbers up as it announces quarterly earnings on Tuesday. Also announcing are La-Z-Boy, Medtronic, and Jack in the Box.

More than 400 broadcasters are switching to digital only programming at midnight on Tuesday. Congress had voted to delay the transition till June 12th, but stations are allowed to make the switch early, with FCC approval.
